Ryan,

I don't know what type of volume you are doing, but as a CM, we hand cut
most of our true hole components as well.  Cutters range from $4 to $50.
Unfortunately, $4 cutters tend to last only 3 or 4 days depending on the
usage before dulling.  $50 cutters made by Sandvik Lindstrom usually
lasts couple of months.  Also, the comfort grip and easy cutting action,
speeds the rate of cutting as well.  C.K. and Excelta also make pretty
good cutters.
To minimize clipping leads, use a IC and socket lead trimmer, and trim
them prior to stuffing.  This will not only save cutters, but will save
tremendous time.  However, you probably will need to invest couple
thousand dollars  to buy the trimmer.  Hepco makes pretty decent ones.
