The answer to your question is both can be the problem. Cleanliness is a
real issue and the plastic has low surface energy in relation to the
conformal coating. Manufacturers of these coating are working all the time
to improve overall adhesion. This is not as simple a problem as it might
seem. There are many issues to deal with and not all are apparent to the end
user.
