Hi Susan,
I'll take a stab at your question strictly from a "user's" point of view.
Typically there are quite a few assumptions that are made in any attempt
to use a no-clean flux and/or establish a no-clean process. The
assumptions that I am referring to are related to the integrity of the
test(s) methodology(ies), the integrity of the PCB fabricator, the
integrity of the flux manufacturer, the integrity of the
testing/qualification facility (such as yourself), and the integrity of
the user (such as myself). All of these together form an equation that
hopefully provides adequate checks and balances.
Without getting into a lot of semantics, I'll state that I would heavily
rely upon your prognosis (you have a lot of experience, more data points
and see a large population of chemistry combinations) in determining the
cause, source, and possible remedy if my samples provided high levels of
any halide or other corrosive residue.
In closing, I will state that as a potential user of no-clean
chemistries, understand your process as much as possible and choose your
analytical methods wisely. In this case choose your sources wisely and
rely upon those sources with confidence. But remember, if one integrity
isn't there, be sure you're able to not only detect it but fix it. To
answer your question directly, I would hope that I had done my homework
and put the brunt of the burden on you!

Just a question for the group regarding bromide ions
found as a result of ionic cleanliness testing.
How do you know if the Br come from a fusing fluid
or some other process chemical OR was the extraction
process used too agressive and broke down the flame
retardent compound in the resin system?????
