The clear PVC IC tubes are one time use items unless they have been made
from      permanently static dissipative material.  Soaking them in a
topical anti-stat does not provide the static dissipative properties that
you need.  You may easily have a Charged Body Model Electrostatic discharge
to your grounded handling machines.
