Chris -  I have to assume that your are referring to IPC-TM-650, test method
2.6.4.  ASTM E 595 Standard Test Method for Total Mass Loss (TML) and
Collected Volatile Condensible Materials (CVCM) from Outgassing in a Vacuum
Environment and NASA General Specification SP-R-0022 Vacuum Stability
Requirements of Polymeric Material for Spacecraft Applications establish the
following limits, for cured materials: 1% or less TML; and 0.01% CVCM.  Water
vapor loss (WVR) is generally allowed to be deducted from the TML total.
