Bev, Pat and other TechNet folks,

It was a loaded question.

Unless I'm mistaken there is no industry standard, Not Mil-Std-883, Not
Mil-PRF-38535, Not in EIA, Nor JEDEC that requires components to be clean
when you receive them.

Am I all wet here?  Does this seem like a problem to anyone?

Someone please prove me wrong!
