Jeff, it is not normal for a solder mask to flake off a board, even if it is
under cured. When under cured, the mask tends to be softer than normal
and would be unlikely to flake.

There could be a number of causes for this problem. In order to better
trouble shoot this problem, more information is needed. Is this a liquid
photoimageable mask? Is it a screen defined thermally cured mask? Is the
flaking over the laminate or metallic surfaces or both?

       On some of our bare boards before build, with normal board
handling,
     (before ANY processing has been done) we are noticing that the
solder
     mask is flaking off. This condition is no longer there after wave
     solder. Our impression is that the mask is not fully cured. Are there

       Is there a test that we can perform on the bare boards to prove/test
     this?
