Ian,
IPC-A-610 requires that the Label be put on if the device requires ESD
handling.  The determination that an assembly requires ESD handling is made
by the design owner.  The requirements usually  appears as a note on the
drawing.  If there is no design information/specs given to the supplier
concerning ESD, I would argue, as you do, that there is no label
requirement.

If you have active components in the assembly, I would also argue that the
design is incomplete, and that a note concerning the ESD status of the
assembly should be included in the design documentation.

Now for the interesting question.  Since the supplier did not affix an ESD
label, can you infer that the assembly was NOT assemblied with ESD handling
precautions.  If this is the case, do you want the product?

Guys/Gals/and those Undecided
Our PCB's are normally supplied to us with an ESD susceptibility symbol
label affixed. Note the word normally, a supplier has sent in a batch
without this label. QA are now bugging me to reject as a non conformance. I
think this  is uneccessary as the contract doesn't call it up, they  though
are insisting that IPC-A-610rev B  (which we ask the subbie to work to)
makes this label a requirement......i disagree. Anybody want to take my side
(or any QA ers want to close ranks).
