Jim,
Perhaps it is time to change board vendors or bang him over the head with a
wet one to get dry boards.  Back in the early 90's we were buying boards
from a large, well-known, and for this discussion, nameless Far Eastern
supplier.  We had to bake all our boards from them, although we did not have
to do that with any of our boards from our other main supplier, who happened
to be Canadian.  We told the off-shore supplier that if they wanted to keep
our business they would have to dry out their act.  This they did and we
have not had any problems of this nature in at least 6 years.  We now have
two excellent suppliers and we never bake boards.  We manufacture high-end
telecommunications equipment that, if I were to guess, is in the IPC class
2.5 - 2.7 (decimals my idea, not IPC !) range.
