  Hi, Ed!

All you have to do- I suppose that this is no news for you- is to
analyze the cause of the problem.We use to accept non filled holes
according to internal standards, but if wetting is present, we accept
the batch. If we find that the hole plating or solder mask in hole are
the culprit, then it is another story.
Anyway , we prefer to pass the whole circuit through the wave- many
unexpected things can be seen!
