I did not read anything that REQUIRES the label to be affixed.
If it is in your supplier contract or on the drawing as a
requirement, then they have violated that requirement and should
be written up - BUT, I would write it up as a Process Indicator
and disposition the material Use-As-Is.

Guys/Gals/and those Undecided
Our PCB's are normally supplied to us with an ESD susceptibility symbol label
affixed. Note the word normally, a supplier has sent in a batch without this
label. QA are now bugging me to reject as a non conformance. I think this is
uneccessary as the contract doesn't call it up, they though are insisting that
IPC-A-610rev B (which we ask the subbie to work to) makes this label a
requirement......i disagree. Anybody want to take my side (or any QA ers want to
close ranks).
