hi,
phenolic polymers are thermosetting which means they do not melt as
thermoplastics do.
i'm not sure about the composition of cem-3, but it probably also is a
thermosetting polymer based laminate.
flash points do not have much meaning with thermosets. flammability rating
may be what you want.
