The new spec that replacedd IPC-D-275 has newer instructions for caluclating spacing for voltage above 500v.
IPC-2221 says to start with the spacing for 500.  Since you said pads to pins that'd probably mean uncoated.  So lets use 1.5mm for the first 500v.  Now apply .00305mm per volt to the difference of your 2000 and 500.  1500*.00305mm=4.575mm.
So you need 6.075mm or about .239" spacing.
