  I think you are is missing the point (although [log in to unmask] is the only one that can say)  To me he seems to be asking how he should create the library part.  The answer to that is, IT DON'T MATTER.  It can be rotated any which way in most every CAD system I know of when it's placed on the board.  THEN assembly and fabrication rules apply. But not in library part creation.
  How 'bout it [log in to unmask] , you're a librarian, right?

I would like to know which standard that is, that you are referring to. Most
reels of components that I have seen, the polarity is on the left at zero
rotation.  On a related topic, IC's in sticks have pin 1 to the upper left,
and IC's on reels have pin 1 lower left, everything I have seen is always on
the left, or have I lost my mind? (don't have any reels here)

        Hi Paul,

        According to the Jedec standard:
        The component should be drawn parallel to the X axis
        The polarisation marking and Pin 1 to the right.
