Electrovert offers the SoldaPak PC Board Repair/Rework Station.  The system
generates a small but precisely controlled wave of molten solder.  Nozzle
design localizes the solder to the rework area and returns the solder to
the pot.  By restricting the rework area, solder is prevented from
encroaching on other areas of the board, thus eliminating webbing and
icicling.  Various air and solder nozzles are available to fit components.

I have used a pretty nice machine from Air-Vac.  Electrovert also used to
have a Solda-pak that would do what you need.  Don't know if they still
make
it.
