Datum Dynamics has been manufacturing Inspection Templates for a number of
years, which overcome your problem. These are designed from the Gerber silk
screen and solder mask layers. Made from 1.6mm thick FR4/G10 the templates
drop over the populated board and can be engraved with suitable text.
FR4/G10 is much more durable that a laser plot onto film, and does not
damage components, as would a laser cut stainless foil. If you require more
