Try ANSI/J-STD-001B, Page 17, paragraph 9.2.5.1, second sentence. "Single
sided boards (unsupported holes) shall meet conditions C & E of Table 9-1.

Table 9-1 requires 75% land\pad coverage and 270 degrees of lead wetting (330
on class 3).
