In reference to disscusions between Marcelo Chan and John Moylan etc;

In our work on SIR monitoring we have come accross the same situation where
data should only be logged if it is of interest (e.g. large rate of change,
or low value). Thus one can use a high monitoring rate, but with low
frequency sampling rate. In addition to the regular low frequency sampling
rate and addition data points over periods of large rates of change of
readings below a preset value can be logged.

The result is accurate monitoring without Gbytes of data which is hard to
manipulate.

Basically we have investogated a proceedure to do the same as John Moylan
although for a different type of test, it is not used on standard tests,
however.
