Hello Dave,
I assume it's the I2C-Bus LCD driver PCF8566T.
The package, official Philips name VSO40, is a 0.03" pitch (0.762
mm) SOIC-like gull wing type.
I could fax you the package outline drawing from the I2C
Peripherals Data Handbook IC12 from Philips (1996), if you want, just
let me know your fax number.
In a few days, I will have packaging handbooks from Philips
Components and Philips Semiconductors including all footprints on
my desk (and I know the Philips footprints are usually
highly optimized), then I could fax you a footprint drawing also,
perhaps for both variants, reflow and wave solder.
