Mark,
We did some measurements a few years ago on boards coated with four
different solder mask materials, for a project where we were modelling
the reflow soldering process. All came out pretty close to an emmissivity
of 1 for the FR4 laminate, but where there were tracks beneath the solder
mask the emmissivity was around 0.6
