Dear Mr. Boettcher:

Both tin oxide and lead oxide are "amphoteric" oxides; meaning they are
soluble in both acids and bases.  SP II Bright is an alkaline solder
conditioner and Neutra Bright is an acidic solder conditioner, hence
either should be effective.   Because you have indicated that niether
perform acceptably, could you elaborate on the problems you are
experiencing?  (Keep in mind I am not familiar with vapor phase reflow.)

As an item of note, common problems I have encountered with "solder
contditioning" are:

1.  extremely oxidized tin/lead surface due to unusual etching
conditions and/or poor tin/lead electroplate;
2.  overuse of the solder conditioner chemistry;
3.  insufficient post solder conditioner rinsing;
4.  improper maintenance additions of chemistry to the solder
conditioner; and
5.  poor reflow technique.
