Matt,
The cleaner the boards, the better.  For the telecommunication industry the
Bellcore spec is 1 SOD (1 microgram of sodium chloride equivalent per square
centimeter for incoming bare boards.  There is no distinction made on the
basis of how the printed circuit packs are manufactured.  We use essentially
what you have for checking board cleanliness.  But because we have a full
fledged lab that also does some R&D we will also be cranking up in a new IC
in the fall.  Doug Pauls who is on Technet can tell you a lot more about
this technique of monitoring.
