Mill-STD P 28809 was canceled 21 April 1995.  The Resistivity of Solvent
Extract test can be found in Par 8.3.7 of J-STD-001B and is IPC TM 650

Test Method 2.3.25.  If this is the test you are looking for there is test
equipment available to do the entire test automatically.
