I can't speak regarding BT resin systems because I do not often deal with them but, PTH on PTFE
materials is easily accomplished using standard electroless copper and direct metalization
techniques. I would not necessarilly suggest making any changes to your standard electroless
process.  However, since the PTFE surface has a very low surface energy it is necessary to treat
the PTFE surface prior to PTH.  Plasma treatment and sodium based chemistries are typically used
to treat the PTFE surface in the drilled hole to provide wettability for the PTH chemistry.
Once, the PTFE material is treated any PTH chemistry utilizing a cleaner and polymer
conditioning component as the first process step should work.  There are well over 50 shops
within the U.S. alone which do this successfully on a regular basis.
