Try to open the tiff file with any graphics or desktop publishing
software which can output HPGL , then you should be able to import
this HPGL into any CAM software and to export it as gerber. I assume
if it is black/white only, this should work.

If you have difficulties, feel free and send me per e-mail your
tiff logo, perhaps a checkplot or dimensioned master drawing per fax
(how it should look like officially) and the size it shall have in
Gerber format. , I could try it. I have Corel Draw, Micrografx
Designer, and as CAMsoftware GC-Preditor and soon CAM350.
