Start at the end!

I'm not trying to be funny, but it was easier for me to start with exactly
what is expected as an end result, what it is, where it can be found, where
it is eventually stored, the contents of each package that goes outside the
building (fab and assembly) how files are named, etc.

Then work backwards how you got it...

When it gets to the tedious part, stop and go to the beginning; what you
need from engineering, what engineering checkpoints will be along the way
(checking placement before routing, etc)
Just a thought...
