CAD libraries are what the layout software uses to associate schematic
symbols to component footprints. The libraries can typically store other
stuff too; like gate swapping info, data for simulation or testers,
attributes for purchasing/doccontrol/inventory etc, etc, etc.

From my experience, libraries are created IN a particular system FOR a
particular system, and will not work any other system. If you switch
systems, you start over.

Unfortunately (again this is only based on my own experience) most users I
know modify their own libraries to suit their needs and their company's
requirements because software vendors are notoriously deficient when it
comes to developing AND MAINTAINING good ones because it is time consuming
and they know that people don't choose systems based on libraries and by the
time you realize it you already paid the bill and are locked into it so you
decide to develop your own and then anything you do to improve the
capability virtually assures the sad fact that your beautiful libraries will
never be compatible with anyone else's because there was no consensus among
other users beforehand so you sigh and plod along as well as you can then
maybe you try to convert the best of what you have developed when you go to
your next company and start all over again.
