I have been in the field of ICT and FT testing for more than 5 years.
May be I can help you.
As far as costs of ICT goes it varies from vendor to vendor eg. a good
configuration of GR2287e would cost you somewhere around 200 to 300
thousand dollars , however Teradyne would cost lesser, HP stuff  would
be more costlier.
I had made a good comparison of these three ICTs, you may want to have
a look at it .
The FT is something different case. Normally it depends upon the
assembly . However HP offers a functional testers which can be
attached to their ICT (I never tested them , though) . You can also
build FTs using HP-VXI technology .
Most of the time FTs are supplied by the customers , I would use a
hotmock-up station if it is not.

The probe cost varies on two factors: vendor and type of probes, eg.
75mil , 8Oz probe from TTI would be somewhere around 90 cents to 1.2
dollors per probe (Don't forget you will replace the probes typically
after 30000 actuations , that's a practical approach although
manufactrers recommned change after 0.5 million actuations).
