Regarding solder smear:
I have seen instances where solder (Sn/Pb Plated or HASL) has been
mechanically brush scrubbed and if too aggressive, or heavily contaminated,
the brushes can deposit or "smear" the solder onto the dielectric. Not only
is the solder smear an issue, the potential for very thin solder (because it
was probably scrubbed too hard) and possible solderability problems (non-
wetting, de-wetting, etc.) may exist and should be evaluated. Hope this
helps.
