Russ,
We require 4 global fiducials on both sides (if components are on both
sides) of the PWB as well as local fiducials, if the pin pitch is less than
25 mils.  However, if two or more components are located completely within a
4 inch diameter only one local fiducial is required.

                They  consume a lot of real estate.  Todays placement
