If your EE's are using FPGA's go hierarchical, if it a large
schematic ie a complete system, with multiple EE's
hierarchical makes sense from a control standpoint.
Don't use hierarchical unless there's a need for it, some
co's use it for everything witch is overkill.
Flat faster and easier..
