IPC offers the Component Identification Desk Reference Manual, IPC-DRM-18. It is a
comprehensive reference for more than 40 of the most commonly used through-hole and
surface mount components and hardware used in electronic assembly. It includes a
terminology section with quick hard facts on polarity, orientation, lead styles and
CRDs. The band-reading section has full-color, easy-to-use code charts. It is $20 for
IPC members and $40 for nonmembers.

If you are looking for the standard that establishes the CRDs (Component Reference
Designators), I believe the EIA controls that. You can reach the EIA (Electronic

IPC,
 I work for a small company that manufactures simulation systems.  Most
of our boards are "off-the-shelf" systems but occasionally, we have need
to design a printed circuit board.  We may only design 1-3 boards
annually but have need of some rules.  The question I have is very
simple:  Is there a published list of industry standard reference
designators for circuit boards?  What I need here is a standard list of
Resistor=R and Capacitor=C and Integrated Circuit=U, etc..  We would
just like to have the current standard and would appreciate a copy.
