I have to concur.  We define artwork (awk) as all the board layers, the drill file,  the aperture
list, fab notes, fab drawing,  masks, silkscreens, and thermal relief definitions.   If,  after
the awk has initially been sent to the board house, we need to make a design change to ANY aspect
of the awk outside the range of what we allow the board house to perform for manufacturability,
we send a whole new awk database at the next rev level.   We also instruct the board vendor to
destroy the old data as well.  It's true that data is duplicated in this manner of revision.
However,  it has been our experience that whatever can go wrong at the board house end,  will go
wrong.  Keep revision control as close to home as possible and you save time, money, and the
headaches that occur from "What the (choose explitive), I thought we fixed this!!!!!
