Just one word of caution, if you have not had any fab or awk related
problems because of this with your vendors and you clearly specify on
the fab dwg the situation that not all awk files will be the same rev I
concur this should be enough to not have a mix up. But every fab vendor
and MFG Eng I ever talked with will tell you your asking for trouble.

The artwork revision can never be higher than the drill drawing
revision since the drawing shows the artwork revisions. The
drawing revision may be higher than the artwork revisions.
Another example:
I have released the initial drawing and artworks at revision A.
I
need to make a change that only effects layer 2. My drawing
will
go to revision B, stating that layer 2 is changed to revision B.
However, lets say I need to make a change only to the drill
drawing and not the artworks. ( I need to modify the notes.)
The
drill drawing will change to revision C, layer 2 is still shown
at
revision B, and all the other layers are still at revision A.

Can you expand on what the revision level of the board is?
Do you mark the board revision to the highest artwork revision
or
mark it
per the drill drawing revision?
