Try contacting Joe Jaroz at Faldering Design in Hamden, CT USA.  They
developed a method of photoplotting onto 3 dimensional film which could
then be placed over a copper plated substrate and then put through the
normal photo etching process.  For example, they were making the housing
of a cell phone into the PCB.
