Johannes,

Seems to me the easiest solution would be to submit your files with
embedded apertures (RS-274X). Otherwise you need to supply an aperture
list with every design (do not rely on your CAD system unless it uses a
fixed aperture list, PADS doesn't EED3 does yours might). Your Vendor
should load your apertures for each plot (advantage to RS-274X, loading
is automatic thereby limiting human error possibilities). 


-P/N                            Part Number
-Aperture Wheel         old Gerber photoplot used 8 position wheel to
accomplish apertures
-Program-Script         Loads apertures into CAD system. You would have
to create this batch file as one of your standard output files.


Personally I feel the Aperture issue is one of Vendor Quality. 
It is important to remember a Vendor's data is only as good as the data
you send them.
If a Vendor does not give you what you expect than you must expect
suprises.
