You can download IPC-1710 and IPC-1720 from the IPC web site.  Just do a search on the publication number.  Both publications are a good starting place.

Dear Designers,

Our company is in the process of evaluating PCB manufacturing facilities
to provide turnkey services for our printed circuit boards and I am
trying to compose a survey of capabilities and cost drivers for Assembly
and Fabrication and evaluate some of the advantages and pitfalls of
outsourcing. Have any of you gone through this process? I would be
interested in hearing some of the experiences that some of you may have
had. If someone has generated a list for evaluating a vendors
capabilities that they can share if its not proprietary I would be very
grateful.
