Joe,

I would recomend that you check out PADS, ACCEL EDA, Tango and
Orcad.  They all offer bare bones packages for the price range
you want.  You may be able to get into a package that offers
several upgrade options including a basic autorouter.  These all
offer several optional upgrades to add more sophisticated tools
to your base package as you need them.

You still need to evaluate how well the Software tool fits with
the way you do design.
