Eddie,

By the SIR Handbook I assume you mean IPC 9201, "Surface Insulation
Resistance Handbook".  While a good overview on method, I think a better
discussion relative to the 100 megohm limit would be found in
IPC-TR-467, "Supporting data and numerical examples for
ANSI/J-STD-001B".
