SIR is the only thing that is going to tell you if the contaminants left
on the board will result in a decrease in insulation resistance or
electromigration.  It is a functional test - has a bias and humidity.
If contaminants are on the board between the combs then you will
see their effect.

The only problem is that in actual production, the contamination is
rarely dispersed over the entire board evenly.  It is usually trapped
between the lands of the most difficult part to clean under and around.
