Everything I have been told is that the oxide coating on
inner layers was there to provide "tooth" to the otherwise
smoothe surface of inner layer circuitry.  The debate was
always whether brown was better than black.

As far as handling, it is a problem because when handling
you have to be careful not to remove it.
