Dr. Ramesh,

You might be better served by asking this question on the compliance
net form.  You will get a lot more answers.

In the mean time, the best way to deal with sludge is not to
generated it.  Lime treatment is especially a problem as it generates
a lot of additional volume.  It also contaminates the sludge with
calcium which makes other forms of recovery difficult.
