Try Fastechnologies.  They have a product called NC-CAM (contains a drill &
route section) for about $8K.  This can do what you ask.

Can anyone help me find a program that will allows compensation of a drill
program. Currently we can only compensate from the center out in both the X
& Y axis. If I am not mistaken I remember someone had a program that would
allow you to compensate for rotation, shifting, and movement in one area of
the panel.
