Hey you Tech Heads........Help

I have a "Pain in the Ass" Flex Circuit that bites me every time it gets
stuffed.
What's the deal with panelization of a flex circuit. At first run it was a
panel of ten but by the time the pick & place machine got to the last one on
the panel it was all screwed up....Second run...cut the panel down to 5
circuits....helped but not much better...Next Revision....Each of the 5
circuits need to be programmed individually for the parts to line up.

Question :

 Whats the deal?

The part giving us (and I use the term "US" very loosely) the biggest problem
is a 20pin IC (16C54 Microcontroller 8-bit SSOP)
My pads are .015 x .050  in my layout.....The Board stuffer tells me my boards
are coming in at anywhere between .010 and .012 and that the masking at times
runs into pad areaalso causing a problem.

Is Pad shrinkage normal....am I supposed to compensate for this.....Am I
supposed to make the pads for the IC larger, the spacing between pads is 9mils
I really can't enlarge the pads unless I absolutely have to.

You guys that manufacture the boards need to enlighten me....show me the
way....
I want this circuit to be "flawless" can you help.

It would be greatly appreciated.

....and if anyone knows of a vendor to manufacture these little @#$%ers, I'm
in Montgomeryville Pa and would like a local vendor....(whose cheap of
coarse)....I have 8mil track with 8mil spacing....I know, I want it
all.....any input will help.
