For medical usesge the resistance will be specified with ranges up to
1x10E6.
This reflects  the NFPA 99 hospital specification.  For electronics
applications a range of 1x10E6 to 1x10E9 has been identified as the range
required for electrical safety.  This information is in the ESD Association
Advisory Handbook ESD ADV-2.0-1994.  The ESD Association is the ANSI
designated developer of ESD standards.
