That test method does not exist and I don't know
of any group working on that specific number.

The existing IPC and military specifications require
only that the surfaces be solderable.  There is no
current thickness requirements for solder coated areas.
Now some companies may have inhouse requirements,
but I don't know of them.  The trick is to get the surface
mount lands as flat as possible and still solderable.

As for surface insulation resistance testing and requirements
there are numerous methods and specification requirements.
Please get back to me with what you are trying to
accomplish with sir testing and I can narrow down your
choices.
