Yes, probably quite a few know. I'm not positive I know, but I will tell
you what I think, and having that is better than never hearing from someone
who really knows. A bird in the hand, as they say.

The "tetra" likely means laminate using a tetrafunctional epoxy resin
system. This gives the material a higher Tg (glass transition temperature)
and affects its dielectric constant. Polyclad and Nelco offer materials
with Tg = 140°C Tg's. But there is a material sold by Polyclad called
"Tetra II" which has a Tg of 180. Some of the "multifunctional" resin
systems also go to 180 °C. Given that you say "FR4", my guess is that they
mean "tetrafunctional epoxy", which is no big deal, in my estimation. Good
board suppliers are using this type of material or the higher Tg stuff as
standard op these days. If you are referring to "consumer grade" boards,
this could be an up-spec, though.
