If I understood you right, you need some software to read in,
edit/manipulate (scale, rotate, move, transcode, add/delete....) and
write drill and mill data. You could use nearly any better CAM
software, like GraphiCode GC-CAM (http://www.graphicode.com),
GerbTool (http://www.gerbtool.com) or CAM350 (http://www.ecam.com).
They are not specialised for drill data only, but I think, they can
do the job very well.
