Ron- Most of the larger PC Board fab houses have an in-house CAM dept. which
is responsible for looking at the Gerber files with a gerber viewer/editor
for conducting DRC's as well as pre-fabrication  edits to create panelized
production masters. The folks that do this are usually quite capable
designers in their own right, and so it should be no problem for one of
these companies to add a new silkscreen layer or edit an old one. They might
even do it free of charge to get your business.
