The RSI URL is http://www.rsi-inc.com
They have a netlist converter called Omninet, but I don't  know
whether the current release supports IPC-D-356-output (mine doesn't).
It can read and/or write about 50 netlist formats and should be under
$ 800. Perhaps they  implement the output you need within some weeks,
if you buy Omninet. In that manner. Two years ago, I got ULTIboard
output in that manner.
